Which Way Home?: The Federal Government's new approach to homelessness

June 2008: The Federal Government released Which Way Home? A New Approach to Homelessness in May. The Green Paper outlined a range of options for reform to underpin a new national approach to homelessness. Submission responses were collected by the Department of Families, Housing, Community Services and Indigenous Affairs. They will inform the development of a White Paper setting out the Australia's Government's plan for action for the years leading up to 2020. Read YACVic's response to the Which Way Home?

Improving youth service responses in Victoria: Final report from KPMG

May 2008: YACVic and VCOSS have developed a response to Improving youth service responses in Victoria, the final report from KPMG to the Department of Human Services and the (former) Department for Victorian Communities. The report was commissioned following the release of the YACVic/VCOSS report Who's carrying the can? A report into youth service gaps in Victoria. Geographical Differences in Higher Education Participation

April 2008: The Victorian Parliament's Education and Training Committee has been exploring the geographical differences in the rate in which Victorian students participate in higher education. Whilst the Committee has a broad focus in this investigation, YACVic presented to a public hearing and submitted a written submission focusing on the disadvantages experienced by rural and regional young people in accessing post-secondary education opportunities. Tattooing and Body Piercing Review

March 2008: In January the Department of Justice released the Summary Offences Amendment (Tattooing and Body Piercing) Bill Exposure Draft Discussion Paper. YACVic produced a response to the Discussion Paper addressing four key areas of concern. YACVic’s response incorporated information provided by young people through the “Piercing Issues” forum and from body-piercers interviewed by YACVic. Read YACVic’s response to the Discussion Paper.

Equal Opportunity Review

January 2008: The State Government commissioned a review of the Equal Opportunity Act. The review is focussed on a range of considerations in ensuring effective protection against discrimination. the review is being carried out by Julian Gardner with the support of the Civil Law Policy Unit within the Department of Justice and an Advisory Panel established by the Department of Justice. Priorities for the 2008-09 State Budget

December 2007: YACVic was invited by the Treasurer, the Hon. John Lenders, to submit some key priorities for consideration in the development of the 2008-09 State Budget. YACVic's submission focussed on investment in a comprehensive youth services system for Victoria. View YACVic's submission letter.

Public Transport Legislation Review

December 2007: The Department of Infrastructure is conducting a review of Victoria Transport Legislation and will make recommendations relating to proposed new transport legislation. The review Discussion paper outlines a number of potential objectives that may underpin new transport legislation. View YACVic's submission in response to the review.

Review of Australian Privacy Law

December 2007: The Australian Law Reform Commission have undertaken a review of Australian Privacy Law. YACVic originally submitted a response to this review in February 2007. Since then, the Commission released the Review of Australian Privacy Law Discussion Paper, outlining draft proposals the Commission is considering for final recommendation to Government. YACVic submitted a response to this discussion paper and the proposals contained that relate to young people. View YACVic's response to the discussion paper.

Review of the Law of Abortion

November 2007: The Victorian Law Reform Commission have undertaken a review of Abortion Law in Victoria at the request of the Attorney General, the Hon. Rob Hulls. YACVic produced a response to the Commission, canvassing issues of consideration in determining capacity to consent and responding to the Commission discussion paper on this issue. Draft Guidelines for Regional Youth Affairs Forums and Networks

September 2007: The Regional Youth Affairs Networks (RYANs) have been examined through the 'RYAN Improvement Project' run through the Office for Youth, Department for Victorian Communities. The Project involved the development of revised Draft Guidelines for the Networks. View YACVic's response to the Guidelines.

Human Services (Enhanced Service Delivery) Bill 2007: Access Card

August 2007: The Federal Government released the Human Services (Enhanced Service Delivery Bill, outlining the details on the implementation of the proposed 'Access Card.' The Youth Affairs peak bodies from each of the States collectively responded to the Bill in the form of a letter outlining some key concerns around age eligibility for the card. View this letter.

National Youth Commission Inquiry into Youth Homelessness

August 2007: YACVic partnered the Council to Homeless Persons and Project I to respond to the National Youth Commission Inquiry into Youth Homelessness. The Inquiry was an Independent Community Inquiry conducted across Australia, which provided all stakeholders with an opportunity to provide evidence on the issue of youth homelessness. Stronger Community Organisations Project

July 2007: Minister for Victorian Communities, the Hon Peter Bachelor established the Stronger Community Organisations Project, directed by a Steering Committee chaired by Professor Alan Fels OA, to explore issues relating to the development and sustainability of a strong not-for-profit sector in Victoria. YACVic submitted to the Committee highlighting issues specifically of relevance to the youth sector. View YACVic's response.

A Consultation with Young People who Graffiti

May 2007: YACVic conducted a consultation with young people who Graffiti to inform the Department of Justice and the Minister for Police, Emergency Services and Corrections, of some of the likely impacts of the Graffiti Prevention Bill. View YACVic's report on this consultation.

Australian Law Reform Review of Privacy

February 2007: The Australian Law Reform Commission conducted a Review of Privacy, with one particular focus being the existing laws and practices applying to the privacy of children and young people. The review sought out information on protecting children and young people's privacy in key service areas, but also considered broader issues impacting on children and young people's privacy. Graffiti Prevention Exposure Draft

February 2007: The Department of Justice released the Graffiti Prevention Exposure Draft, proposing tough new Graffiti Laws. These would give Police new search powers, create new stand-alone graffiti offences, allow for young people to be detained without arrest for the purposes of search and reverse the burden of proof in relation to a minor offence that the Exposure Draft proposes to create. YACVic has serious concerns about the potential impact that the proposals made in this Exposure Draft on young people. View YACVic's response.

Future Directions: An Action Agenda for Young Victorians

August 2006: The Bracks Government Future Directions: An Action Agenda for Young Victorians outlines the Government's vision for young people and some key principles that will underpin the Government's approach to achieving its vision. It also outlines some key outcomes the Government would like to achieve for young people and a 'top 40' list of initiatives that will assist to achieve these. Australian Fair Pay Commission

July 2006: The newly established Fair Pay Commission has recently been conducting consultations and receiving submission from around Australia with a view to setting minimum wages, youth wages and a disability wage. View YACVic's response.

Working With Children Act Draft Regulations

February 2006: In January 2006, the Department of Justice released Draft Regulations for the Working with Children Act 2005 relating to the process and cost of applying for a Check. Also released was a Regulatory Impact Statement relating to those Regulations. View YACVic's response.

Rights, Responsibilities and Respect

January 2006: The Human Rights Consultation Committee released their report Rights, Responsibilities and Respect in December 2005. The Committee invited comment on their recommendations, the key recommendation being that the Victorian Parliament enact a Charter of Human Rights and Responsibilities. YACVic submitted a response to the report.

Young Drivers Safety Submission

November 2005: Young Drivers between the ages of 18 and 25 are at far greater risk of being involved in a fatal car crash than other drivers. The Government is considering options to improve the safety of young drivers, including a proposed new graduated licensing structure. YACVic worked collaboratively with VicRoads and the Office for Youth, Department of Victorian Communities to ensure that young people's perspectives were heard in response to the 'Young Driver Safety and Graduated Licensing Discussion Paper'. YACVic's submission records the perspectives of young people from inner Melbourne and Horsham.

Children's Bill

September 2005: The Department of Human Services has been reviewing the Child Protection system since 2002. This review process has culminated in the release of an exposure draft of the Children's Bill and the release of the principles of the Child Wellbeing and Safety Bill.

Human Rights Consultation

August 2005: The Human Rights Consultation Committee has been receiving submissions in response to the discussion paper 'Have your say about human rights in Victoria.' The committee is exploring issues around the protection of human rights in Victoria and ways of strengthening those protections, including the possibility of developing a Charter of Rights for Victoria.

Federal Government Inquiry into Mental Health

June 2005: As mental health issues represent the majority of young people's health burden, and mental illness is more common in young people than any other age group, YACVic prepared a submission for the Senate Select Committee's Inquiry into Mental Health. YACVic's submission was prepared in consultation with our Policy Advisory Group and our Youth Reference Group.

A Good Night for All: Improving Saftey and Security in the Inner City
April 2005: The Inner City Entertainment Precinct Taskforce recently presented a discussion paper presenting some options to address public safety and security in Melbourne’s inner city entertainment precincts. YACVic responded to the discussion paper by writing two submissions, one an internal YACVIC submission and one based on a focus group of young people hosted by YACVic and the Office for Youth.

State Government Education and Training Legislation Review
May 2005: The Department of Education is conducting a review of education and training legislation. The review is examining the 15 existing pieces of legislation in Victoria with a view to streamlining legislation and proposing a new, updated act. Submissions to the State Government Education and Training Legislation Review were due in May 2005.
